Penn Foster College was founded in 1890 by Thomas J. Foster. It was originally called the International Correspondence School (ICS) and the main headquarters is located in Scottsdale Arizona. Penn Foster College is a for-profit institution of higher learning through distance education, meaning all courses offered by the College are conducted completely online.
Penn Foster College offers two online Bachelor’s Degrees, 21 online Associate Degrees, and five online Undergraduate certificates in the fields of Business, Criminal Justice, Graphic Design, early Childhood Education, Engineering, Health Services, Paralegal Studies, Technology, and Veterinary Technician.

To apply for admission, applicants must fill out an enrollment form which is available online. Applicants must then forward proof of high school graduation (diploma) or it’s equivalent (GED certificate) to the Admissions Office. Penn Foster College is accredited by the Distance Education and Training Council (DETC) and is licensed by the Arizona State Board for Private Post Secondary Education. The same board authorizes Penn Foster College to award Associate of Science and Bachelor of Science Degrees.
